League of Legends : Patch PBE 10/19/2016 - 2017 preseason jungle changes, assassins rework and more ...

Skins

Jungle

Jungle pre season changes are available :

Plants
Three type of plants have been added : 

Blast Cone
 
Knocks away nearby units when destroyed
Spawn in the jungle quadrants 
 
 
 
Scryer's Bloom
 
When destroyed, release pollen across the map that reveals units and wards.
Spawn at a few specific locations near river ramps.
 
 
 
Honeyfruit
 
When destroyed, drops fruit that restore Health and Mana but slow the user.

Smite

  • No heals for 100PV + 10% of maximum when used on monsters
  • Jungle monsters bonus removed
  • Reload time increased to 90 seconds from 75
  • Reload now starts at 1:40 from 1:25
 

Items

  • Machette du chasseur
    • Bonus damages on monsters at each hit increased to 20 from 15
    • Life steal increased to 10% from 8%
  • Machette du chasseur evolutions
    • Bonus damages on monsters at each hit increased to 25 from 20

Monsters

  • General
    • Normal camps respawn timer increased to 150 seconds from 100
    • Difficulty now scales with mean player levels :
      • Level between 1 and 3 : 100% of base monsters stats
      • Level between 4 and 6 : +10% HP, +50% resist, +40% damages
      • Level between 7 and 9 : +25% HP, +75% resist, +55% damages
      • Level 9+ : +40-75% HP, +185-370% damages
  • Blue/Red
    • Small monsters removed
    • Blue buff now has a negative magic resistance and red buff now has a negative armor
  • Raptors
    • 2 little raptors have been added
  • Gromp
    • No longer poinsons targets
    • Now gets a 100% attack speed boost at the beginning of the fight, decaying over 5 attacks.
    • Spawns 15 seconds later than other camps.
  • Krugs
    • Large and normal Krugs now split into more Krugs on death and medium Krugs now split in two little Krug on death.
    • Spawns 15 seconds later than other camps.
    • Big Krug is now more resistant to attacks
  • Elder drake
    • Buff duration increased to 2.5 minutes from 2 minutes

Refonte assassins
  • LeBlanc
    • General
      • HP by level increased to 80 from 75
    • Leblanc : Sceau de malveillance
      • LeBlanc's spells inflict Sigil of Malice for x seconds. After x seconds, LeBlanc's next spell shatters the Sigil to deal 40-300 (+0.8 AP) extra magic damage to that target. 
      • Sigil of Malice cannot occur again on the same unit for 5 seconds. 
    • Shatter Orb (A)
      • Deals 55/80/105/130/155 (+0.5 AP) magic damage. When Shatter Orb is empowered by Sigil of Malice, the spell bounces to the nearest ready Sigil of Malice (bounces deal 70% damage to minions). 
      • CD : 6
      • Mana cost : 40/45/50/55/60
    • Leblanc : Distorsion
      • Dashes to target location, dealing 70/100/130/160/190 (+0.4AP) magic damage to enemies in the target area. 
      • For the next 4 seconds, she can activate Distortion again to return to her starting location
      • CD : 18/16/14/12/10
      • Mana cost : 70/80/90/100/110
    • Leblanc : Chaînes éthérées
      • Launches a chain that shackles the first unit hit to LeBlanc, dealing 40/65/90/115/140 (+0.5 AP) magic damage. 
      • If the target remains shackled for 1.5 seconds they are rooted for 1.5 seconds and take an additional 40/65/90/115/140 (+0.5 AP) magic damage.
      • CD : 14/12.5/11/9.5/8
      • mana cost : 40
    • Mimic (Ultimate)
      • LeBlanc copies one of her spells and creates a Mimic decoy to cast it with her. The Mimic lasts 1 second.  
        • Shatter Orb deals 50/275/400 (+0.6 AP) magic damage.
        • Distortion deals 125/225/325 (+0.5 AP) magic damage.
        • Ethereal Chains deals 100/160/220 (+0.4 AP) magic damage each time.
        • Using this spell on itself invokes Shadow of the Rose. 
      • Shadow of the Rose
        • The Mimic appears at target location and approaches the closest visible enemy Champion, then casts a fake version of LeBlanc's most recent basic ability.  
        • Has a separate 150 second cooldown. This Mimic lasts much longer but cannot be controlled.
      • CD : 54/42/30
 
  • Rengar
    • General
      • Armor per level reduced to 3 from 3.5
      • max stacks reduced to 4 from 5
    • Rengar : Prédateur invisible
      • While in brush, Rengar leaps at his target with his basic attack. Leaping to enter combat generates 1 Ferocity. 
      • At 4 Ferocity, his next ability is empowered. Casting an empowered ability increases Rengar's Movement Speed by 30/40/50% for 1.5 seconds.  
      • Killing enemy champions awards trophies on Rengar's Bonetooth Necklace. 
      • All Ferocity is lost upon exiting combat (represented by Unseen Predator's cooldown).
    • Savagery (Q)
      • Slash all enemies in an arc before piercing all enemies in a line for 45/65/85/105/125 (+0.4/0.5/0.6/0.7/0.8 AD bonus) physical damage per strike. 
      • Ferocity effect:
        • Each hit deals 50/60/70/80/90/100/110/120/130/140/150/160/170/180/190/200/210/220 (+1.2 AD bonus) damage. 
      • If cast outside max range, Rengar lunges forward to extend the range of the piercing attack.
      • CD : 6/5.5/5/4.5/4
      • Generates 1 Ferocity
    • Rengar : Rugissement
      • Deals 50/80/110/140/170 (+0.8 AP) magic damage to nearby enemies and heals Rengar for 50% of the damage he took in the last 1.5 seconds. 
      • Ferocity effect:
        • Deals  50/60/70/80/90/100/110/120/130/140/150/160/170/180/190/200/210/220  (+0.8 AP) magic damage, removes existing crowd control effects, and prevents incoming ones for 1.5 seconds, in addition to its normal effect. 
      • Damage healed from monster attacks is increased by 100%.
      • CD : 20/18/16/14/12
      • Generates 1 Ferocity
    • Rengar : Bolas
      • Throw a bola, dealing 50/100/150/200/250 (+0.7 AD bonus) physical damage and slowing the first enemy hit by 30/45/60/75/90% for 1.75 seconds. 
      • Ferocity effect:
        • Deals 50/65/80/95/110/125/140/155/170/185/200/215/230/245/260/275/290/305 (+0.7 AD bonus) physical damage and roots the target for 1.75 seconds.
      • CD : 10
      • Generates 1 Ferocity
    • Rengar : Chasseur-né
      • Rengar's predatory instincts take over, causing him to Camouflage for 14/22/30 seconds. 
      • While active, Rengar gains 40% Movement Speed and vision of the nearest enemy champion, who he can leap to for a guaranteed critical strike.
      • Attacking or casting most spells ends Thrill of the Hunt. 
      • Stealth - Camouflaged: This character is hidden from view. It is revealed by nearby enemy champions and turrets.
      • CD : 130/100/70
 
  • Talon
    • General
      • AD increased to 60 from 55
      • HP increased to 583 from 582.8
      • HP by level increased to 90 from 85
    • Blade's End (Passif)
      • Talon's spells Wound champions and epic monsters for 6 seconds, stacking up to 3 times. 
      • When Talon basic attacks a target with 3 stacks of Wound, he bleeds them for 60/70/80/90/100/110/120/130/140/150/160/160/160/160/160/160/160 (+2.0 AD bonus) physical damage over 2 seconds. 
    • Talon : Diplomatie noxienne
      • Talon leaps to target and deals 80/100/120/140/160 (+1.1 AD bonus) physical damage. If cast from melee range, Talon does not leap but instead critically strikes, dealing 150% damage. 
      • When Noxian Diplomacy kills a unit, Talon regains 17/19/21/23/25/27/29/31/33/35/37/39/41/43/45/47/51 health and refunds 50% of its cooldown.
      • CD : 8/7.5/7/6.5/6
      • Mana cost : 30
    • Talon : Ratissage
      • Talon tosses a volley of blades, dealing 50/65/80/95/110 (+0.4 AD bonus) physical damage to units hit and returning to him after a delay. 
      • On their way back to Talon, the blades deal 60/85/110/135/160 (+0.6 AD bonus) additional damage and slow the enemy by 40/45/50/55/60% for 1 second.
      • CD : 9
      • Mana cost : 55/60/65/70/75
    • Assassin's Path (E)
      • Talon vaults over the nearest structure or terrain in the target direction. The vault's speed is affected by Talon's movement speed.
      • Talon cannot dash over the same section of terrain more than once every 150/125/100/75/50 seconds.
      • CD : 2
      • Mana cost : 0
    • Talon : Assaut ténébreux
      • Talon disperses a ring of blades that deal 90/135/180 (+0.8 AD bonus) physical damage to all units they hit, gains 40/55/70% increased movement speed, and becomes Invisible for up to 2.5 seconds. When the Invisibility ends, the blades converge, dealing the same damage again to enemies they pass through. 
      • If Talon cancels Invisibility with an attack or Noxian Diplomacy, the blades converge on his target's location instead. 
      • Stealth - Invisible: Talon can only be revealed by nearby enemy Turrets.
      • CD : 100/80/60
      • Mana cost : 100
